The Ilala District Commissioner, Edward Mpogolo, has announced the start of strict enforcement against improper waste disposal in Dar es Salaam, warning that anyone found littering will face penalties.
According to the announcement, offenders will be fined between TSh 300,000 and TSh 1 million, or may face up to 12 days in prison, in accordance with the city’s health, sanitation and environmental management by-laws, including By-law No. 1011 of 2024.
The enforcement follows growing efforts to improve cleanliness and environmental sanitation across the city. Mpogolo said the initiative aims to make Dar es Salaam cleaner and ensure that individuals who violate waste-disposal regulations are held accountable.
He further emphasized that the campaign will be implemented across the city to strengthen cleanliness and protect the urban environment. The Municipal Council will also continue to establish designated waste-disposal areas and address challenges related to illegal dumping.

Meanwhile, the Dar es Salaam City Council Director, Elihuruma Mabelya, said the Council is ready to continue implementing the by-laws in all 36 wards of the city.
She urged residents, business owners and environmental stakeholders to understand the waste-management regulations, comply with their responsibilities and observe proper waste-disposal procedures.
The authorities have called on the public to cooperate with the campaign as the city intensifies efforts to improve cleanliness, environmental protection and responsible waste management.
